It means to respect God and love people.
In worshiping God, one is essentially required to have resolution to accept everything that happens around him/her.
Every events which occur before one’s eyes are the hurdles that one must get over in the world that is prepared for the growth of oneself. There should be nothing but gratitude for God who prepared that.
The feeling of complaints, discontents and hates is far off from the word “keiten: to respect God”
I believe the life of 南洲(Takamori Saigo) who lived his life following an example of how God loved all creatures equally and set his lifelong task to “love himself and others without any distinction” is the path many Japanese people today must learn from.
